Sounds like your mom is making you use a depilatory cream like Nair or Neet.
I think she's worried that you will slip and accidentally cut yourself with the razor and that is why she's making you use the other stuff. Even the most careful person in the world can get a nasty cut from slipping with a razor.
If the hair removing cream isn't working, make sure you are leaving it on your legs long enough. It's not instant. You can't just rub it on, then rub off the hair. You have to leave it on for at least four minutes. That's about the length of one and a half or two songs on your MP3 player. Then make sure you are using a washcloth to rub the cream and hair off, not just plain water or your hands.
None of the creams smell great...after all, it's not perfume, but if the smell really bothers you, try a different formula or brand. Many of them come with a little bit of fragrance in it to mask the yukky smells of the active ingredient. I tend to use either Cucumber Aloe or Raspberry scented.

talk to your mom and ask her why she wouldn't like you to use a razor. when she is COMPLETELY finishes talking (dont interuppt, thats a BIG nono), tell her why you think you should be able to use a razor. ask her to please show the same respect that you did to her by not interupting. make sure to think of reasons why you think you should be able to use a razor. dont rush it-think about it for a few days. you wouldnt want to miss any good reasons. make sure you dont say "but all my friends parents let them!" we all know how hard this can be, but try to stay calm. if you need to, calm down after she tells you why you cant use a razor. then when you are calm, go back and talk some more. the more mature you act, the more mature she will treat you. good luck!

Have you thought about the option of waxing? My mom wouldn't let me shave my legs at your age either, because she aid that it would make my hair grow back thicker. She was right!! I found that waxing takes care of the hair for up to 30 days, and even when it grows back it gets thinner and harder to see.

it's never too young to use a razor, but if she doesnt let you use it, do it behind her back = ) and if she finds out, tell her that its her fault for giving you that smelly cream that doesnt work = )

MAKE SURE YOU FOLLOW DIRECTIONS EXACTLY, SOMETIMES HAIR IS STUBBORN TO BE REMOVED. SOME PRODUCTS STINK A LITTLE LESS, TRY DIFFERENT BRANDS. BE GRATEFUL YOUR MOM LET'S YOU REMOVE THE HAIR, WHATEVER YOUR AGE IS.
