You will also find that they do co-operative promotions which the brand or company will pay for. So some of the competitions etc. that they run may actually be paid for by the company looking to push their brand.

Advertisers pay to have ads on radio.
However, if it is public radio then subscribers donate as well as the station getting grants from foundations and some public money (corporation for public broadcasting i think). from tax dollars.
btw, FCC is in charge of regulating the airwaves/frequencies.
