Simply put: Venom is colored black. In comics the dark blue areas are highlights. They are used to give the character depth and a sense of weight. They use blue because normally shadows and depth are inked in black... and black doesn't show up on black.

Venom is off of Symbiote black. Back during the first Secret Wars, Spidermans costume was badly damaged in battle. He saw that some of the other heroes had gotten new duds by some hi tech machine at their base on Battleworld. He went inside without knowing exactly what machine to use and accidentally got this nifty new costume that seemed to obey his commands and was black with a white spider. He later found that this was not a mere costume, but an alien Symbiote that was trying to bond with him permanantly. With the help of Reed Richards, he was able to get the symbiote off of him, but the symbiote later escaped and bonded with Eddie Brock. Both Eddie and the Symbiote had their own reasons to hate Spiderman, and combined they are Spidey's worst nightmare. Stronger than spiderman, with all of his powers, and not triggering his Spider sense is bad enough. They, as Venom, also know Spidey's secret identity.
