It's possible. I had a small cut by my fingernail that got infected. Within a few days, a painful red streak appeared that ran up my hand and started running up my arm and eventually half way to my shoulder. It followed the path of a vein. I thought it was blood poisioning. My mom said it was nothing and wouldn't take me to a doctor. It went away on it's own. Years later I read that that can be a symptom of cellulitis which is commonly caused by a strep or staph infection that can enter through any small wound. It can kill you.

It would be hyper rare and highly unlikely. If you got some type of blood borne illness out of it or you were a rabid hemophiliac maybe. If a paper cut slices your neck or wrist then no the cut wouldn't be deep enough for you to bleed profusely.

I suppose you could
if it were a deep enough paper cut
and it got dirty
and you didn't clean it
and it got infected
and you didn't treat the infection
and it got worse
and worse
and worse
you could die from sepsis

The human body does not handle excessive blood loss well. Therefore, the body has ways of protecting itself. If, for some unexpected reason, sudden blood loss occurs, the blood platelets kick into action.
Sooooo, if you have no platlets you will not and will bleed to death... in a matter of weeks.
