Dreams come from the brain and are a mental picture. Not a visual picture. So if they are dreaming and they sleep with their eyes open they will still dream!

There are two categories of blind people
(1). Who are blind by birth : These people do not see colors in their dream. Their dreams includes only noises & emotions.
(2). Who became blind due to any happening in life: These people see colors in their dreams but the intensity of the colors is associated with the time when they last seen the colors in their original life before being blind.

the blind people who never saw (blind for birth) cannot see dreams in color, or any picture but have emotion. obviously, they cannot describe their dreams in contrast to the seeing world because they have never seen it
the blind people who have seen but have had their sight taken away can dream in color, but not vividly, for as time goes on, their memory of color will fade
note that their are different degrees of being legally blind. some people may be able to see the outline, others might see light, others just see darkness

That is avery interesting question. You'd have to ask someone who is blind, but I don't see how they could because they have no memory of sight.
