no, a four barrel has four venturis ( throats , to pass air fuel ) a double pumper has 2 accelerator pumps , these give a shot of fuel into the airstream to allow smooth stumble free acceleration during the transition from idle to other " circuits " in the carb

A double pumper carburetor is one with an accelerator pump on the bottom of the main fuel bowl and also one on the secondary fuel bowl..the secondaries are mechanically opened so you need that extra shot of fuel to avoid a lean condition..
