The 7950GT is the best for around $250, so that is the clear choice. That motherboard is fine and at a good price, just disable the onboard video once you put your card in. The power supply is not that excessive, after all someday you may want to upgrade to a new high power video card. I would recomend this one though:http://www.newegg.com/Product/Product.asp?Item=N82E16817341001 its a little bit better quality, even though it has a little less power. You didn't mention RAM, but I would suggest 1GB or 2 if you can afford it.

You can ignore this part since you told me not to say it, but I'm gonna say it anyway. The Core 2 Duo E6600 is about $100 cheaper and it outperforms the 5200+, thats a fact, not a personal preference.

The motherboard already comes with an integrated video card (nVidia GeForce 6100). I would recommend to get a motherboard without integrated video card and go for GeForce 7600/7800.
That motherboard you've chosen runs on nvidia 430 chipset, if it's with a G. The S3 modell runs with nvidia 550 chipset. (problem is 430 doesn't recognize AM2 socket!).
This motherboard issued some problems during overclocking so be sure to ask what revision it is before buying it. Take a look here:

The power supply is quite exagerate for this pc. 680W will support a quad sli configuration with no problem, but in this case it's way too much. Something around 450-500W maximum should be enough.

Nice rig you got there. I am a tech for geekring.com and we have reviewed the apevia iceberg before its a wonderful power supply.

but anyways,

The best card you can get for $250 is a Nvidia 7950GT.

Believe me i know what i am talking about.

i get a 512mb one for an extra $20 at tigerdirect.com

i would get this one

The motherboard would be fine you can just disable the onboard video.
