I already replaced the switch in the column, I have to turn the engine off to turn off the wipers, I have to turn it off when the wipers are in the down position. Do I need a wiper motor?

So it means that you basically have to shut down power to all accessories to shut of the wipers. That sounds like the wire to the wipers is making a hot contact somewhere and so they're drawing power. Check along the wires all the way from the wiper motor back to the switch and see if a wire is damaged. Very likely it is, or else it's some kind of fault inside the motor's circuitry itself, which is easiest fixed by changing the darned motor. But I'd check the external wiring circuit first.

Move to Seattle. It never stops raining there anyway.
There's a switch in the motor that tells it the wipers are down so it can shut off. Yours is bad so the motor never knows they're down and keeps going. You might be able to take it apart and see what's wrong.
