If you can't think of anything really original maybe say something like, "That outfit is as beautiful or cool as the one so and so wore in that movie." And like compare it to a hollywood actress who is really pretty or stylish and then she will think that she is pretty like that person. It will make her feel good and she will appreciate that you noticed.
