Try mineral oil. It shouldn't ruin the CD. Peanut butter is used to get gum out of hair because of it's oil base but would scratch a CD so I think I would try just plain ol' mineral oil.

The goof off or goo gone are petroleum based products which dissolve anything with a lower grade petroleum or gummy substance. Well guess what the CD is plastic...it is a petroleum product and the goo gone or goof off will soften the surface of the CD as it begins to dissolve the area which the cleaner was applied. You do want to freeze the gum but putting the CD in the freezer will freeze the CD therefore the CD will become brittle and may crack when you apply pressure and you will apply pressure when you try to clean the gum off. The canned air will work but it is expensive. An old but cheep remedy is ICE. Use ice on gum when it gets in your hair, your clothes, or your car's fabric seats. Sometimes old remedies never go out of style.

You have the can air that gets pretty cold to the touch? (used for cleaning electronics).
Use it. Used to have to get gum off of carpets and the stuff I used froze the gum and it came pretty much off.
