The only time breasts are hard is when they are fake. They are not supposed to be hard and thick skinned. They don't need to be. Only your body parts that are used all the time (hands, feet) need to have a thick strong skin.
My guess is you want them to be firmer, as in not sagging down to your waist. Well, honey...there is nothing you can do about that, except buy a well supporting bra.

Breasts are not muscles, but they are supported by muscles...and if there is no muscle tone in the supports, then the breasts have little support and are soft and flabby.
When I was bodybuilding, I had real firm shapely breasts...now I am a bit lazier, they are not as good, but, every so often I get enthusiastic and go to a gym and work out hard, and they firm up immediately.
What you do is build and tone the muscles that support the breast, and thats what makes the breasts firmer. Swimming is also a great exercise, and any gym can give you the right exercises to do.
So go do exercises and I will guarantee you firmer breasts in as soon as 3 months, and they will get firmer still in 6 months.
Then you have to keep up the exercises to maintain them.
So go try and see for yourself..

Your Brest should be firm and soft all at the same time. They should not be rock hard. There are exercises u can do to lift and firm them. U need not spend the $ to join a gym. Get 2 cans of soup (what ever U want) of equal weight. Lay on the floor. Put your arms out like a cross. Lift both arms at the same time toward the ceiling and back again to the floor. Start out maybe 15 times and keep raising the # over time. Its works similar to ISOMETRICS. Once you feel confident you can find a new place to lay, a bit elevated off the floor. When you do the exercises, allow your arms to fall a bit below your body. This will also increase your flexibility. Good luck.

dont know if this is what you are asking but i have this stuff from Victorias secret that is supposed to make and invisible bra and it will help with the skin too. i tried it and it at least makes a visible difference and the skin does feel tighter. its a lotion. hope this helps
