The majority do not always act for the universal good, they can be selfish and despicable. Rather like the majority of Hong Kong Chinese who would drown refugees rather than give them sanctury or their idea of promotion of Human RIghts was to advance the claims of the majority whilst disregarding ethnic minorities.

It only works if the unjust expression of power by the majority somehow contradicts their own determination of justice, which doesn't seem possible.
