well, the internet really doesn't take much processor speed at all to use. As far as games, that is surprising, there has to be something else going on witht he rest of the computer. Even if they both use the same amount of RAM and video, it may not be of the same make and type. You could have certain ioptions turned on or off that you shouldn't. Also, depending on how many viruses, spyware, ad ware, trojans, and just general junk you have going on, the P4 might be slower for that too. Just because it's a faster speed and generally newer cpu doesn't mean it will always perform better. The condition of the rest of the computer plays a big role. The programs you have installed and/or running will slow it down a lot. If you have stuff like Limewire and other things similar to it and a bunch of chat programs, you must understand, they all come with computer monitoring programs that will slow it down over time. The best thing to do is clean up all the crap you have on it you don't need or want, defrag, and organize, then defrag again.
edit: you say both are using onboard video, depending on the actual video chipset and what games you are playing will make a HUGE difference. I'll go ahead and say it, I never liked any of the P4's. I thought that model of celeron for it's time was pretty strong though. Try updating your video drivers and that could make a good difference for you. Also, intel has this thing where if you are not using your processor to its potential or need that extra power it slows it down for you to conserve energy. The one with the celeron shouldn't have that feature though. The problem is that sometimes, when you need that extra power back, Windows doesn't know to turn it back up sso the cpu is crippled. download a program called cpu-z. Don't worry nothing stupid or sneaky comes on it. I know a LOT of other computer savvy people that use it. Download it from http://www.download.com for both your computersand compare everything on there. It tells you the stats of nearly everything in your pc and their speeds. Also, the actual; hard drives can make a difference, their read/write speed, transfer rate, how full or cluttered they are can ALL make that little difference. Celeron D is all proper,however in spite of everything,for any hindrance, I could continually select the Pentium four. The handiest motive I could do not forget a celeron,could be as a result of to be had budget. The celeron is less expensive.

it all depends on the way the overclocking is. if there is too much of a problem with the speed then turn down the overclocking of the processor.
