GPS was developed for the US military. Civilian use is deliberately detuned for reduced accuracy even though they use the same satellites. The European Union are launching an alternative set of GPS satellites to the US

It was actually developed N.A.S.A by a problem with ATS5 spinning the wrong direction so we could not release the weights to slow it down. we tried some switching of the torid magnets kind of a steeping motor in reverse. I am not sure who was actually using our sick satellite to develop positing program.

Both answers are correct. It was designed prinarily for guided missiles and submarines. The detuning has now been turned off, so civilian systems are as accurate as any now.
