Good question:
Maybe Society or people in general. Also, if its a quote it could just mean that you dont know who originally said it.

It's a way to mentally jack with you..
Say your watching cable news and interviewing somebody..
They usually open up their question as
"Some people say" or "They say"
It's kinda inferring that if you do not agree with what "they say" then your way of thinking is a minority.. that somehow leads you into insecurity because your opinion is different then "theirs".
