Yes. Most internet radio stations stream directly from the site, so just log on to the correct site, choose your program, and listen away with your internet browser in the background.

If you have music (probably mp3) on you PC hard drive, or if you wanna listen to a CD while you work at your PC, just open your music software (probably Windows Media Player) and again, this will run happily in the background.

Yes, lots of radio stations have listen live facilities on their sites, the BBC have loads of radio to listen to.

As i use iTunes anyway for all my Mp3 music, i listen to the radio a lot through that, theres hundreds of free radio stations to listen to there.

Yes you can, I listen to the radio via my pc every morning, I listen to Real Radio or Planet Rock depending on my mood.
