That's a good question! These days though, most people take their kids to a safe place to trick-or-treat (like a place where the public is invited)... the mall, social services, etc.

It used to be that children were taught the meaning of Halloween, and the children generally stayed in their own neighborhoods.
But even then, my parents had me watch as they checked everything we got, so we both learned some of the important values of social intercourse.
Trust no one, Harm no one.
Keep in mind that most child molestations, and kidnappings, etc, etc,,, are by people that the child knows.
So teaching a child to avoid strangers doesnt really make them that much safer, It is much smarter to teach them what to do if ANYONE, makes them feel uncomfortable.

some strangers have done some strange things with children after giving them candy. Unfortunately it creates an indoctrination that says strangers can't be trusted. But when all do crazy why should we stop at candies?

my parents and particularly some that i comprehend, consistently had a rule that if it replaced into packaged candy, like candy bars, then it somewhat is okay to consume. yet while it somewhat is basically candy, then we will not have it. Like a gum ball. Plus I basically take my toddlers trick-or-treating at our church. i comprehend no one there might placed any poion or razor blades interior the candy.

Halloween was last week. If you don't want them to go trick-or-treating, fine. Next year I'll buy 3 bags instead of 4, and only one pack of razor blades. Happy?

Let them know that the only time it is OK is when either you, or an adult they know and trust, is with them, and that adult says, "Yes, it is OK." Be specific about what adults besides yourself has the authority to say yes.
