Hitler I think. At least he was the most evil person that was able to execute his plans.

The psychiatrist at the Spurwink School in Chelsea Maine. She secretly changed the diagnoses of all the autistic students to "mentally retarded" so the school would get more money from the state. They didn't tell the parents even though we had PETs 4 times a year. When we asked why our childrens' schoolwork and pre-voc training ahd suddenly disappeared, she said it was because the students had become unruly. Her actions sent my son into the looney bin before I could figure out what she had done. So she is the most evil person who ever lived.

Satan is, not was, the all-time king of evil, although I know you probably wanted a human person. I see that many people here named Adolf Hitler. Sad to say, but looking back through history, monsters like Hitler are a dime a dozen.
