becasue a minute is a small amount of time… But maybe everyone else is right and it said in a sarcastic way… or things move way faster than I think these days and a minute is like forever... hmmm...

Means they want to talk to you, this could mean that they either want your attention, like being around you, wanna get closer to you (might be friendship, may be more than that) or if they're already close, they wanna stay closer.
I mean, when i said that to a girl, i wanted to be around her more cause i liked her.
