there are laws about it, depends what you are doing but the link below shows the latest regulations. I have just completed my course on ladders extremely boring only half a day but nearly fell asleep many times, just be careful as above staging is better, but ladders are still allowed for temporary work

But whatever laws and regulations are remember say no if you do not feel comfortable with the situation, no job is more important than yourself

I would't advise working OFF of a ladder you are asking for all sorts of trouble.

No more working from a ladder.
Use staging.
Bit daft for some things but that's the law.
