To clarify - what I'm looking for is when can someone be saying 'I'm exercising my right to free speech' and be justified in getting a repsonse 'You've crossed that line, you're being offensive'

Free Speech should only be limited to threaten to do physical harm to a person. However; to report someone with a different political, sexual, religious, or social view; is simply vindictive and creates censorship.

When you say what you're saying solely to offend people, or insult them, or do anything that really has nothing to do with communicating a real point. Some people have points of view that I hate, but I am not really truly offended and certainly uphold their right to free speech (well, I still uphold it even when I'm extremely offended), but when they're just being malicious, I take real offense.
That's how I view it.

Since the U.S. Supreme Court has extended "speech" to include "actions" in this context, as in the case of flag burning, it can also be considered those actions which do the same, or which can lead to violence or personal injury. Your freedom of expression ends at his nose. That is why Hate Speech and Hate Crimes are singled out as especially heinous.

free speech lends itself to those who wish to cross that line. if anyone is to have free speech everyone is. so those of us who use our free speech wisely have to put up with the ignorance of those who choose to be ignorant.

When it is meant to hurt or create violence.
Such as yelling "Fire" in a crowded Theater. This creates panic which inturn creates violence.
