...and the worst of course.

My vote for worst goes to "You complete me" from Jerry Maguire.

Not sure about the best but "Jumping through hyper-space ain't like dusting crops boy." (Star Wars) is pretty good.

I don't know about the best ever, but I really like the whole "Royale with Cheese" Dialog at the beginning of Pulp Fiction. Especially the end, when John Travolta asks Sam Jackson, "What do they call a Whopper?" and Jackson says, "I don't know. I didn't go into Burger King." For some reason I just find this hilarious.

A few personal favorites:

Damn near anything said in Casablanca 8 of the top 100 in the AFI poll and it could have easily been more.

Badges? We ain't got no badges! We don't need no badges! I don't have to show you any stinking badges! Treasure of the Sierra Madre

Get your stinking paws off me, you damned dirty ape. Planet of the Apes

Your mother was a hamster and your father smelt of elderberries. Monty Python and the Holy Grail
Heck throw the entire movie in there

Good, Bad, I'm the one with the gun. Army of Darkness

Best line ever is from the Princess Bride: "Hello. My name is Inigo Montoya. You killed my father. Prepare to die."

For worst, I have to also go with Jerry Maguire, but with "Show me the Money." I hope I never ever hear anyone say that ever again.

I'm not sure about the best, but the worst has to be in The Santa Clause 3: The Escape Clause when Lucy hugs Jack Frost and says "I'm warming your heart".

"Toto, I've got a feeling we're not in Kansas anymore." The Wizard of Oz

"Gentlemen, you can't fight in here! This is the War Room!" Dr.Strangelove

"I see dead people." The Sixth Sense

"That'll do, Pig, That'll do" Babe

and my all time favorite:

"There's no crying in baseball!" Tom Hanks in "A League of Their Own."

The worst?

Almost any line from "The Postman" or "WaterWorld" Kevin Costner can deliver retched dialog with the best of them. (Although I did like Tommy Lee Jones's hair in JFK)

My choice for best would be the "You're getting on that plane with Victor" speech from "Casablanca"
Worst would be "Love is a two-way street" from "Victor/Victoria", but it's eased somewhat by the fact that Victoria immediately realizes what a lousy line it is.
