I am not sure about pictures, but you can check anyone's record who has committed an infraction, misdemeanor, felony etc. once it has gone through all the court procedures. Just look up your county's court public access information if you want to see the records.

I'm not sure about photos, but many county jails have online databases of prisoners, sexual predators, and other registered offenders. My local jail has a database of anyone ever arrested.
