Blacks in California? Well, Cali is one of our most liberal states that was never a slave state, so I would imagine that they had most all rights like they did all over the North, except not living in white neighborhoods. They could vote, for sure. Segregation was strong in the North too, just not as heavily enforced, and the racism was not as deadly. The South was an entirely different story. More than two or so thousand blacks had been lynched since the end of the Civil War by the 30s.
Blacks did do terribly in the 1930s because many were living under the poverty-line, and our government refused to help them. So life was hard everywhere for blacks, just some places were worse than others. The great migration was happening as well. Many blacks were moving North, so they had to start over again. It was the same as in the South. Not until 1964 did Blacks were able to move anywhere.

they were slaves and treated very badly.
they were not allowed to stand straight. black people had to bow their head and bend their knees slightly when speaking to their white owners.
blacks were owned by whites and therefor they could buy and sell black people as commodity
