First check to see if you can upgrade your video card and what type you will need. You also may need to see if you need a power supply upgrade as well. Installing a video card is not that hard, but I suggest getting someone who has done it before to help you.
Basically you get a compatible card and slide it into the correct slot. boot up into the CMOS setting of the motherboard and tell it to use the installed card rather than the default on board video if necessary.
Like I was mentioning before you need to know what type of card you need. PCI is probably the best bet since most motherboards can support them, but if you can go AGP or PCI Express that would probably be better. Also a lot of the newer cards require more power than on board video. You can use a wattage calculator to see if you need to upgrade your power supply with the new card. (See sources for a link)
I get most of my computer hardware from newegg.com or Best Buy if I'm desperate.

I would really recommend that you buy one from Newegg.com but seeing as you don't know how to install one or even where to get one, it leads me to believe you are not very knowledgeable at all in this subject. I would have to suggest going to a pc store with you pc and letting them help you out. There are different types of cards available and depending on what you wanna do will determine which model to get. The people at the store could show you how to do it as well and then install the best drivers for your new card. The process of taking out your older card and replacing is a pretty simple process. Unplug your computer, open up the side panel on your case, unscrew (if there is a screw holding it in) the card from the back of the pc case at the pci slot. Ground yourself by touching the a metalic portion of the pc case. Some motherboards have a lever to press to release the card from the board. Install the new card, while grounded, in the same slot by lining it up on the slot and with the back slot and give a firm (but not too hard) press back down into the motherboard slot. After it is installed, you will need to install the latest compliant drivers (software that tells your pc how to use that new piece of hardware). You can go to the card maker's website, usually http://www.ati.com or http://www.nvidia.com and search for the downloadable drivers for you type of card. Install the driver after they are finished downloading, restart your computer and adjust the setting to your preferences like size and stuff. Good luck.

You need to find out what slot you have for a video card. Is it AGP, PCI, PCI express? After you find that out, then you can look for a video card. I suggest www.newegg.com.
