Yes, actually I have a knowsn home cooking class in my town! This what I did to get started: I decided what types of foods I was going to focus on making, then you would have to advertise online, in the newspaper, local flyers, maybe even the radio. Set the time and date's of your cokking class meetings, have a plan of how you are going to describe the food and how to cook it to your students, find people who can join your class, and good luck!

Just teach them in their own home and you shouldn't need any special license.
