i would imagine that you would start with something like a bottle cap and just tart twist-wraping rubber-bands around it

I've found that the best way is to get a big chunky elastic band and tie it in a knot. Then get the thinnest band you can and wrap it around the knot as you normally would. Keep using small, thin bands until it gets to about the size of a golf ball and then you can use any size band you want.
The "cheating" way is just to get a ball and start putting rubber bands on it

Get one of those super-sized bouncy balls from the machine and start wrapping rubber bands around it. That's what I did and it cost me 50 cents, plus a bag of rubber bands.
