In IE explorer, click on tools, then click on internet options. here you should see an option for temporary internet files.. click delete files and when that process is done then choose delete cookies, once this is done then select delete history.

an additional method:
you can go to start find files or folders and type in Temp. this should bring up all of your temporary internet folders as well as your temp folder. open the folder (temporary internet files) and delete its visible contents. do the same for your temp folder(assuming your version of windows has one). once this is done run a search for Cookies.. open the folder and delete its visible contents.
