History says yes. When a President retires, usually the White House changes party. Since 1900, the only exceptions were in 1908, 1928 & 1988. Other such situations were in 1920, 1952, 1960, 1968, 2000. changed parties 5 of 8 times. In the past 60 years, it's 4 out of 5.

It depends on whether democrats will be allowed to vote in the next election (as so many were NOT in the previous two, which is why we have a Republican now).
We need to abolish the Electoral College system, since, as the last two presidential elections showed, it makes it easier to steal elections.
Of course, Emperor Bush may well abolish elections before '08. Wouldn't put it past him.

I think that will depend on what some investigations might turn up in congress. If it turns up that republicans were inadvertently hiding evidence of crimes by not holding investigations, then the next will definitely be democrat.
