Each state has a minimum age limit.
The best of my knowledge, "16" is the lowest legal consensual age in a number of states (and Washington, D.C., too, where Cong. Foley was doing 16-year-old male pages, but that is another story...).
So, the answer to your question is "NO".
The BIGGER question is: what the hell is a 20-year old doing with a 15-year old?
BIG age and experience difference.
Also - are these two gonna think about using protection?
Hell, no!
And my money says one of them will either end up pregnant or with some sexually-transmitted disease.

Most states have an age of consent on the law books. It is usually 18 but can vary from place to place. Just do a search about it on google or yahoo and look specifically for the state you live in. For example, SC--you can marry at 16 with parental consent. It is different if you are just sleeping together because parents can charge them with statutory rape.

To some people,age aint nothing but a number,but to me a 20 year old! and a 15 year old???!!! It don't make no gat damn sense,why would a young adult 20 year old be interested in a Teenage 15 year old!!!

No. Generally the rule is that if the guy is over 18, the girl should be at least 16. (Although this varies a bit by state.)

NO! A minor cannot give permission for sexual intercourse. If you are 20 you are in deep trouble for the rest of your life. That 15 year old can yell rape at anytime for the rest of his or her life thanks to new laws that have eliminated the date on child abuse laws.
