Wear a dress that its either right on the knee or below it. You can get the empire waist style dress since you are short, high waist will make you look taller. Colors - light blue, peach, or even black. you can leave your hair down and eaither use flat iron and make it sleek and straight or curl it to make it fun and cute.
As far as the gift, you can check if they have registry with any place and pick anything from there or get them something nice and useful like picture frame or coffee maker...have fun!

let me just say that to know what is best to wear, you will want to know what time the wedding is. At night you would be more dressed than in the afternoon. EIther way since you say that you are pretty short, (me too, i am only 5'3") I try to wear shorter length things. I don't dress like a tramp but I suggest that you not wear something that is long. I think knee length is the most appropriate. I have been to many weddings and I usualy try to wear a twin set short or tank sleeved top with a matching sweater. The only reason I do this is that receptions can be warm places when there are 150 guests crammed into a small area. It's nice to have sleeves for the ceremony and have the option of taking that first layer off at the reception. I would say that color is not as important as you might think. Clearly, you don't want to wear white and you may want to stay away from black too. I would wear something that is appropriate for the time of day. In the afternoon you can get away with almost any color.

As far as a gift, I would suggest finding out wear they are registered, and then buy them a gift card for that store. There will be many people who buy them things from their lists but sometimes there are multiple pieces to a set (I.E. Dishes sheet and towel sets etc.) often they do not get all the pieces and this would help them to buy the set.

Don't wear the wedding colors or white. Since you're in North Dakota, I would suggest a nice pant suit or long skirt that you can wear tights under. You didn't say day or evening wedding. General guidelines, dressier the later the wedding up to semi-formal or cocktail wear. Usually the invitation will specify something like that though. Wear your hair in loose curls or sweep half of it up with pretty clips or pins.

Check their registry for gifts. If they don't have one, ask his mom what they need for their home.

find out what the colors are for the wedding party and avoid that all together, naturally do not wear white.
