When you receive a call for an interview and they tell you the salary range and it's not enough?

Tell them you appreciate the call but you were hoping for $_______ . They may take another look and negotiate or they may say that they can't do that. Tell them your appreciate the time to meet with me and that you enjoyed meeting them and learning about the company. Apologize for it not working out. Just be sincere!

Answer the interview if the salary will cover more than half of your basic needs.the next step is to continue searching for another well paid job.
you should know that one bird in hand is better than two in the bush.

I would just go for the interview anway, just for the information and the experience. You don't have to work there if you still don't like it.

If it's your only offer so far, take it. Then look for a higher paying job on your free time.
