Mail delivery will be normal on 11/10/06, the day the Federal Holiday is observed, but on the actual day, 11/11/06, you won't get mail.
According to the USPS site:
Friday, November 10 - Veterans Day Observed (Administrative offices only, Post Offices and Retail Units will be open with regular mail delivery)
Saturday, November 11 - Veterans Day (Post Offices and Retail Units will be closed, no regular mail delivery)
