This is going to be an extra credit question on an upcoming exam and I can't seem to find the answer. I know its not a mute swan though because i know first hand that they hiss (devil bird!). I've heard that maybe the secretary bird can't, but I can't seem to find anything searching the web. Anyone with real Ornithological knowledge know the answer?

Here's all I could find ... maybe it can get you started?

White Stork - a silent bird - White Storks hardly ever give voice. In the world of birds it is an uncommon situation. Stork’s lower larynx – birds’ vocal organ – is so retarded in development that it does not produce sounds.
