Have the carpets steam cleaned.
Where I live, tenants have to have the carpets steam cleaned when they move out, and clean the place.
Febreeze on any cloth or fabric, including the carpet. That stuff is brilliant. And then get that carpet deoderiser powder that you put onto your carpet and vaccuum up.
Wash the walls with sugar soap or a scented anti-bacterial wash.
Then use LOTS of incence. Just pick a favourite smell. and burn about 10 sticks in each room at once. That should completely stink out the old smell. Once you start cooking, the kitchen will smell of what you cook. But keep going with the incence until the old smell is completely gone.

well i don't like using aresol because those fumes are so harmful but then again i would recommend you to paint the walls if posible then shampoo the carpets. but if you can't then put boiling water in a mop pail along with hot tap water then some lysol. then let it sit while you leave for a couple hours. i know this is strong and chemically bad but it can't hurt more than using paint. my grandmother use to do this and it got out like every odor. baking soda in trash cans also works like someone has said. i did this also to my house when i had urine in my carpet and smokers in the home. it totally got the smell out. i recommend renting the rug doctor. oh and yes fabreze if great for an after smell to freshen up the house.

Get the carpets cleaned. If you decide to rent a carpet cleaner and do the carpets yourself, see if the rental place has any soap for eliminating pet urine. If you are renting, see if you can work out a deal with your landlord to either clean the carpeting prior to your move-in date or to reimburse you for some or all of the cost.

You probably need new carpet and new paint. If you cannot get that, then wash the walls down with vinegar and water first, then rewash them down with lemon scented pine-sol cleaner. As for your carpet, sprinkle baking soda and grind it into the rug and then rent a steam cleaner.

I like to use scented candles in all the rooms. Make sure there is nothing there that they could catch on!
For specific really odiferous spots, try febreeze.
