I was able to purchase the DVD on 11/6 at 8pm
at the local drug store - can they get in trouble for that?
(it was not to be released until 11/7)

You can contact Buena Vista to report Disney street date violations at (800) 799-1225. The punishments are always very light, your neighborhood store isn't going to go out of business over a report, but they could be encouraged to be more ethical and competitive and all that.

Respecting the street date given by the studio helps stores be more competitive because a small town store can benefit from sales on the first day. Without release dates, somewhere like Wal*Mart which owns thousands of trucks and can ship their stuff around faster would otherwise be able to have all the sales for weeks ahead of the small stores, so it's important and beneficial for stores to follow it.

Normally they could get in trouble but for some reason Cars was released early (on Monday) nationwide.

No, they knew what they were doing, they probably did that to get money and advantage over other stores =)

i did not realize that it went on sale monday. i bought mine today!!! it was for my little brother..
