Probably off the coast of New England, although Native Americans had been hunting whales for centuries before that.

its a little known fact that it started in the Great Salt Lake. A whale so large was caught and a lot of salt was needed to dry it out. On the way to deliver the salt a whole train load crashed into the lake. Its been salty ever since.
