It absolutely has everything to do with parenting!
Mommies don't want their little princesses to be bummed at school 'cause their clothes aren't "what's in" so they cave and say well, "I guess those jeans aren't too low, (shave your pubes)"
The dads cave cause the moms argue their girl will get teased or won't be popular.
If they were following their kid around in the school halls, they might see just how sexualized they've let their little princesses become.

It doesn't really matter, does it? In gangs together, these girls feel they have more power than their parents and teachers have. Although it looks, and is, provocative, it is mainly a question of power. Many girls, less visibly I suppose, integrate their parents' and society's values of modesty and self-containment. They are lucky, because they have been helped to gain power over their own behaviour. I feel the same way about girls in niqabs : they are trying to gain power over their own lives, that, unfortunately for them, they haven't been allowed to develop. As for the argument that they will be raped, there is nothing automatic about this. Rapes happen to all sorts of people, with no particular prevalence of provocative dress, in fact the provocation will scare away potential rapists. As I said before, this too is a question of power.

Parents can only do so much monitoring what the girls wear today. Girls are bombared with tv ads, shows, magazines, movies, singers, music videos, peer pressure....etc. Today's society is based on looks, perfect body and nothing is too extreme to wear at any age. To monitor your girls clothing and go to extreme of throwing it out or disallowing it will usually backfire, they just get a little better at hiding it and lying about it.
You will never change a stubborn child to cover up unless parents, society and schools do something about it together .
The only other option is to home school or live in the woods away from today's society.

I think you are only about 50% correct. Sometimes, as in my case, it has to do with parents being broke and wearing the same clothes someone gave you as the third or fourth owner of said clothing for several years, sometimes not fitting into them after awhile, but not having much else to wear anyway.
Some of it has to be what I have seen done while I was growing up, which is to wear what parents approve of and then change after leaving the house.
My own daughter is pretty modest on her own, but she has been known to borrow my shoes and other things without permission and I don't detect this until much later, with alot of drama.
Here is one more thing: what is immodest to you may not be immodest to most other people. Quite frankly, I am annoyed by people who think that a regular tank top is immodest. Or normal shorts that come high on the thigh (not daisy dukes- gag! those should be burned). I hate thongs, but a regular bikini covers all the private parts and if men can run on the beach in trunks, then women can wear bikinis.

I would agree that the core issue is lack of parental guidance. Persistent sex and violence in movies, music and video game adds to it; however if you come from a supportive, loving, openly communicative family you should be able to refrain from doing things that will cause you trouble, harm you or even get you uneeded attention. Not too mention girls these days are so much more overdeveloped than when I was young. We dont have anymore positive role models, just anorexic, scantily clad actresses and singers who are so conscious of their physical attributes. Young pregnancies dont help, less parental guidance and if theories stand girls with no male figure in the household tend to need "more attention" from the opposite sex.

Certainly mass media takes some share of the blame, and so do the parents for allowing it, but when the clothing stores only seem to have the "skanky clothes", it gets pretty hard to dress any other way.

Yes, parents, BUT what do you do when your teen gets off the bus and changes her clothes at school before class?? If she buys clothes behind you back, or shortens them to her liking? Kids will always try to find a way around the rules. As a parent, you can instill values, and that girls who dress this way don't get taken seriously apart from their looks, and this is most important. But I attribute the media to this. Shame on them! Now, what are YOU going to do about it?

Lack of parenting, and single parents raising there children the wrong way . Some parents see there daughters dressing like this and don't even care. In fact they problably think they look cute. No matter what the reason, it all starts at home and flows from there.

Would I be wrong to say that MTV plays it's role in how these girls dress? Besides, nowadays 13-14 y.o. girls look like 18-20 years old very often...
