I found it on a T shirt, but it doesn't have an attributation. Does anyone know where it came from or who said it?

Phil, THAT is scary! I realized that the saying was applicable to both sides, but for the ACLU to have come up with it speaks volumes about their opinion of us!

It was originally said by John Kenneth Galbraith, though his quote was "Never underestimte the power of very stupid people in large groups." Robert Heinlein said something similar. "Never underestimate the power of human stupidity."

The exact quote that you have above was said by Homer Simpson on an episode of The Simpsons, paraphrasing Galbraith.

Never under estimate the power of the mob to turn wild .Seems people who gather in large numbers begin to exhibit unusually strange behaviour .

I do happen to know the answer to this question. The shirt was first worn by the ACLU, it is their motto, and isn't it the truth.
