Come up with a monumental goal for the country to rally around...in the same vein as President Kennedy's challenge to put American's on the moon. And then put lots of money and policy change behind meeting that goal.
Suggestions might be to reduce our country's oil usage by 30% or more by 2012. Another suggestion might be to land a manned ship on Mars by 2020. Or find a cure for cancer.
If we focus all of our resources and efforts on anyone of these goals, we could make significant achievements. When politicians and political activists start becoming obstructionists we lose that ability and become a stagnant, non-competitive nation.

This might not sound sexy but it would have an impact on individual voter power.
A law that ends gerrymandering.
All districts would be drawn using a computer program that creates districts based on the following criteria (ranked in order of importance)
1) Equitable population density
2) Equitable wealth density (avoid really rich/poor)
3) Equitable industry/business density
4) Equitable land area
5) Preference given to districts shaped circular/hexagon/octagon...
The program would generate five possibilities. The House chooses two of the five. The Senate settles on one.
"Fairness" of program would be verified by:
a) Five separate independent software/programming companies
and
b) Five separate independent socio-political geographers

I would have a government sponsored channel to educate on governmental decisions. If I wanted to raise/lower taxes, I would prove my decision through economists, research, math etc. If we think immigration is hurting the economy, I would show why with numbers and graphs, or visa versa.
Instead of beleive me because I said it, it would be believe me because I am trying to prove it.

Create an economy based on education like tax benefits for education related industries and employees. That will cure most of the problems that we just treat the symptoms.

At the federal level, I would institute a national sales tax of 5%, which would be used exclusively, by law, to pay off the national debt. Then I would try to get a balanced budget ammendment passed. (We are burdening our future generations with huge debt, which is so unfair)

I would secure our borders. I would see that laws regarding illegal immigration enforced. I would try to reform our welfare and disability system.
I would also attempt to make higher education more affordable.
I would stop urban sprawl.
