Why not double major? But if that is not a possibility, I will have to say that international business will offer more job opportunities. Unless you live in a city like Washington, DC, opportunities for international relations graduates are very scarce. With a business degree, you will be able to work in almost any industry in a variety of jobs.

Have you researched both majors at your school to see if the classes in each discipline might interest you? Studying international relations may give you a broader education that would allow you to go either into a more business-oriented role or working in more of a governmental body (such as the State Dept. or UN). But it varies from school to school in terms of classes and focus. However, either course of study will allow you to interact with people in the way which you described. Opening yourself up to different internships that might allow you to explore both areas might be a good way to determine which you would prefer to ultimately study. Take a class in IB and a class in IR and see what you like. And talking to professors in both departments usually doesn't hurt either.

Either way, the key isn't going to be your degree so much as finding good work experience - like an internship - that relates to what you want to do. These are pretty similar degrees and would fare more or less equally in application for many jobs. Your experience, or lack of it, is what will ultimately determine your fortunes in the entry level job market.
