Where does it appear blue? Never heard of that!

Hi. Since you say red and blue I assume you mean the frequency shift of light. The light shifts towards the red end if the Sun is moving away very fast and shifts toward the blue end if you are heading closer to it very fast.

It is because of scattering in the atmosphere. I have written about this in the reference - "Blue Skies and Red Sunsets"

It all has to do with the moisture in the air acting as a prism, or the frequency of light.
