Some people do not know how to express what they know....does it mean that they're dumb....?

If cannot express your knowledge that means that you have problems with language (foreign or native). Language is just one field of human knowledge so if you are not good at it it does not mean that you are bat at others so it does not mean that you are dumb. You just should work at it and everything would be OK

no it just means that they are not as educated in professing their knowledge. i have taken extremely high level mathematics courses at universities and i couldn't explain how to do the math that i do.
i have had professors that worked for nasa and couldn't explain to me how his wife cooked his favorite cookies i had to get the recipe from her and she's a stay at home wife
so no it doesn't mean their dumb just don;t know what to say
and as far as estimating someones knowledge you can never estimate someones knowledge without knowing them and even then you can never know what someone hides from you.

No it means they like the communication skills necessary to convey in a mater acceptable the knowledge that they have acquired ..........well ....... OK If in deed they are intelligent they should have formatted some form of communication...........
Now that I think of it they are not dumb just an idiot

Nope and some other people would rather shut their mouths and let people think they are stupid rather than open it and proove it.
