I think carny people hire scary operators to scare off kids/teens (heck even some adults) from touching the control area. Also, to make sure the riders take the operator seriously when they tell you to put on the seat belts and not to mess around during the ride.

Joel B.....I take exception to your answer! I'm a Gypsy, but I am fastidiously clean & I do not work as a carnie....though I can speak the language a wee bit.
Seriously, I'm not upset....I'm just playing.
I think they look scary because we expect them to because of the movies & books we've read.

Probably because they've realized that their lives took a wrong turn somewhere and they ended up working a sh*tty job as a lying cheat for a bunch of smart-*** kids amusement. I don't know...that's my theory...
