I'm the same - somewhere between a 14 and a 16 - and Marks and Spencer is the only place that has had jeans that fit properly and comfortably, look good and don't make you look huge! Their 14 is slightly tight for me, but their jeans are very slightly stretchy and so after a few hours of wearing them they've loosened up enough to feel just right.
They've got lots of different styles at the moment, and you can try them on before you buy - so you can find what fits best. They've got different lengths too, short, regular and long, so you should be able to find a pair that fits well.

I'd say go to Topshop, because they have different lengths that suit your height, then go into the changing rooms before you buy anything. Try all the jeans you like, and you're bound to find a few pairs that look great on you, and Topshop always have a wide variety of jeans, and good quality. Also, skinny jeans ARE still in fashion, but as you've said, they'll look crap on you. However, baggy jeans/trousers are coming into fashion too, so just think about that, or you can go with the classic Bootleg style. And try the Topshop website before going into the shops.
You think you've got it bad, but I can't even buy proper high heels because my feet are too damn small! Now, that is a problem. At least they do your jean size for women.

I think Dorothy Perkins is the best for jeans - I also suffer from wide upper leg syndrome but they always fit me well, they have long, short and regular leg length. The bootcut ones are always the best - don't go near those skinny leg ones!!!
I have a small waist so sometimes the waist is baggy - I have to put small darts in the back above each pocket to take up the slack. I also find I often need to hem jeans. Sometimes when you're short and well-rounded you just have to compromise. Take them to an alteration place if you don't have a sewing machine.
Primark make decent jeans but they always have a wide waist fitting so I always have to take them in at the waist.

Jeans are something that you really have to actually try on to know if they'll fit you perfectly or not, you can't rely on people's suggestions or pictures or what the internet says if you're looking for a great-fitting pair. Whatever size you are, a really nice pair of designer denim is a good investment, because what you are paying for when you get a pair of jeans is quality and fit. Go to a department store or boutique that sells nice jeans and try a bunch on. Hope that helped!

I don't think they sell enough of a range, when I buy jeans I either wind up with jeans too loose or too tight. Strangely, one manufacturers 34 is another ones 36! I think they just like torturing us. However I have it on good authority that in about 5 - 10 years we will be able to order tailor made clothes for a reasonable price at the shop. Until then you will have to carefully pile on or strip off the pounds to suit what you have.

Dorothy Perkins has a dedicated section for short and talls. So next time you are in town, pop in and take a look.
Your tip of the day is to try the jeans on in the changing rooms, never be afraid to ask for advice, and when making a purchase make sure your customer rights are covered, for exchanges and faulty goods.

5"4" tall, size14-16. I don't wish to be rude but you could try shedding a few pounds. Your BMI should tell you how much you should weigh. Your size is not normal so therefore the clothing industry do not cater very much for people your size. I am not being rude, just honest. I see lots of normal size girls and they look really good in their jeans, so there is your answer.

I had a really good experience in Gap a few years back, the assistant knew the shapes of the entire range, and he measured me, showed me three pairs he thought would work and I tried them all on and chose one. Since then I've kind of known what to look for, and tend to stick with Gap.
You need to get an assistant who knows what they're talking about, and how to measure you, and you do need to try a few pairs on. But, no need to do this every time, once you've invested the effort, you can return to the same shop and head straight for "your" jeans
Regarding length, buy too long and shorten them yourself to exactly the length you want

Try the Biometrics service in Selfridges in London. They use a scanning machine to take all your exact measurements and tailor make jeans that fit so perfectly! They come in a variety of styles and waist heights and colours. A tad expensive but these will last you years as they fit so well.

I can relate, I'm what I call 'Juicy' (hourglass). I find Topshop size 14's fit nicely because they fit my hips and thighs and waist (i think they contain a drop of Lycra so they give). I tend to find with a lot of brands that if the hip and thigh fits the waist is stupidly big, by inches.
I think they also do a petite range so you should be sorted. x
