I'd say Paris! ;)
To live in Tokyo is very hard for a westerner, even if you know some Japanese, you'll always be a "gaijin". I study Japanese and lived there for six month. It was a great and wonderful experience, but I was happy to be home in Europe after these six month. Tokyo is exciting and vibrant, but you have to get used to it, because Japanese culture is still very different.
Tokyo is very big, and has a huge choice of cultural activities (Western & Japanese); cuisine is very fine: Japanese cuisine is outstanding, they have a lot of chinese, korean and other regional restaurants but you'll have problems to find, for example, a real italian restaurant, except you go to one of the luxury hotels. Also, Tokyo is very expensive. Public Transport is fast, accurate, effective, but not very affordable.
New York City has one of the most excellent range of cultural activities to offer you can find anywhere on this planet. It's population is not as homogeneous as in Tokyo, therefore you'll find a much bigger choice in int'l cuisine. Even when Manhattan is very expensive, finding an apartment in one of the other four boroughs is not such a big problem as in Tokyo (or London). New York City is the heart of the Western world, very exciting, vibrant and thrilling every sinle day. Public Transportation is more affordable than in Tokyo, but not as accurate, while still very effective: NYC has (as Tokyo and London) a very dense network.
London is (I am very sorry, that I have to admit that as a proud Parisian...) among a lot of other European cities (Paris, Berlin, Madrid, Amsterdam, Warsaw, Prague, etc) one of Europe's most important: contemporary art, fashion, music, architecture, an incredible nightlife scene, all these make London the "hippest" European Metropolis. British cuisine isn't world-renowned, but there are a lot of different cultures in the city enriching the Island's cuisine. Rents are awfully high, pretty unaffordable, a lot of Londoners move to the Belt, Greater London. Transportation is worldfamous (London "Tube"), but, despite the fact that the system is modernised throughout the year, the Tube is the oldest metro in the world: quite unpunctual, a lot of incidents, uncomfortable, still very expensive.
From your choice London is the only one from where you can get within three hours to other important urban centres, like Paris, Brussels, Amsterdam (by train) or maximum two hours to every major city in Europe, like Berlin, Rome, Madrid, Lisbon, Oslo, Stockholm, Prague, Budapest, Athens, etc (by airplane)
Every city has its very own pros and cons, it depends on what you expect.

I think you should go to London because i here the people are very nice there and there are a lot of cool sites to see. New york i think has a very high crime rate and it right by the ocean and there have been some very scary events there and there is a lot of pollution there. and i don't know about Tokyo but what i do know is they don't speak enilgih so you would have to take a whole class on there language and writing.

Well I love Tokyo, the people are extremely polite, the food is wonderful, culture and sightseeing are amazing, the night life is crazy fun. ONE BIG CON-if you don’t speak Japanese you will have a major language barrier!!!!!!!!

Definitely London, cos i can watch lots of musicals over there, and the country has the most beautiful architecture in the whole world.
But the traffic and the cost of living is definitely at a disadvantage.

I`m English so I would say London..but to be perfectly honest every major city in the world is much of a muchness..same chain stores ..starbucks...etc etc...its getting so if you were blindfolded when you got on a plane you would have to look for major land marks to know which country you were in...
