It could be a number of things. If you use a feeder, the feeder could be too small, especially if you have a lop rabbit that are known for large heads. The rabbit also could have an abscess under its chin that could be caused by bad teeth (wolf teeth). So you may want to check the teeth and make sure they aren't growing curly. It also could be due to something like fur mange.
I recommend you take your rabbit to the veterinarian.
The statement that it keeps getting larger leads me to believe that it could be infected and if so the veterinarian probably needs to lance them, drain the infection, and give it the appropriate antibiotic.

Could be anything really. Could be his teeth, could he have eaten something poisonous? My poor bunny had a case of some kind of mites(from the pet store), his ears, neck, chin all ended up with these bumps/scabs. Got pretty bad quickly, we were in the process of moving out of state, then trying to find a vet that treated small animals was a task. Suggest talking to a vet to find out for sure. If it is mites, very easily treated with a shot of ivermectin.

Has he been to a vet? Rabbit's teeth are constantly growing, so my guess, he probably bit his lip and continues to do so. I would strongly recommened getting him to a vet who knows how to treat rabbits ;)

You can to look at his teeth to make sure they are a good length. They need to wear down so make sure to give him branches and things to chew on. Otherwise try putting honey on the scabs its a natural antiseptic and will help it heal. http://www.rabbit.org
