Try to come up with a main character for your story. Write down a description - male, female, eye color, etc. etc.
Then take this character and imagine then in some odd place or scenario – anything goes! Write down ideas on what would have to happen to your character or how they would react to the scenario you placed them in.
You can do this for multiple characters if you like.
This may seem futile, but it will help you flesh out some characters and give you insight into what you may want to happen to this type of character in a potential story. You may even come up with multiple story lines!
Strong well crafted main characters can inspire readers to love your story as well as motivate you to write a great story for these imagined beings so be in! :-)

It is up to you what type of fable you should write. Nobody can decide for you what you should write altogether. If you are not sure about the type of a fable and its beginning try another genre.
If its for work or studies find some rare fable by Aesop and change the names

Sometimes I think back to things that puzzled or frightened me as a child, i.e., why does a duck-billed platypus look the way they do, why do black widow spiders kill their mates after mating - those kinds of things. Then you can develop an answer to "why" something happens that way - you can tell the fable of why.
As far as starting the fable - I would perhaps say something like - "A long time ago, before history was recorded in books......."

With a fable, you have to have a moral to the story. I'd think of what it is you want to say first. Then you can just make something or another up. Talking animals are always popular.

Make some stuff up. Like mythical creatures that haven't been thought of before. And try to write a saga of someone that has to save a damsel in distress (like all other fables).
