Have to reboot "unsafely" sounds to me like. Meaning click Alt+ F4 then again, then Alt+U to turn off. Have you ran your anti-spyware and anti-virus? Might fix it. Run the programs in Safe Mode. Takes longer but works better.

Well judging from what you said we like to would to know whats the name of the program thats doing it.. The first thing I would check is taskmanager to see if its using 100% of the cpu. to check go to start and then run type in taskmgr Or ALT CTRL and Delete will bring it up. (it will not reboot the computer like windows 95 98 ME) then check the cpu meter if its at 100% look in the process tab in CPU it will have 2 digits most will be 00 some will go from 01 to 99 sometimes but look for the one stuck 98 99 usage.. if you find out what program is associate with it I would uninstall it and reinstall it. Unless its Svchost.exe you can only do 1 thing which worked for me... I seen it where Svchost.exe would cause that if you recently installed windows.. What does that is the Windows Auto update sometimes takes forever to find updates or hangs. to fix this turn it off in security options in control panel.. then reboot you might have to end program again. but once its rebooted. Open internet explorer go to windowsupdate.com and install updates from there it will take awhile if your on dial up.... If you have dsl or cable it will take about 1 or 2 hr to install updates. Then when you done installing all your updates Turn on auto updating in security options in control panel. then it will not be a problem again..

I guess you're probably referring to what happened when you did "ctrl, alt, del" to cancel a program? You HAVE TO click end now in order to end the program, and give it some time to end. If you are trying to simply shut down your computer, that is not the way to do it. Click start, then shut down to turn your computer off.
