This goes for both pubic and facial hair.
1. cut the hair with an electric razor so there is just stubble remaining. This elimates the hair being pulled out -- which HURTS.
2. use HOT water (as hot as you can stand it) and a good razor (Gilette Mach 3 is what I use)
3. Massage the lather/soap into the skin allowing the moisterizers to soften the skin
4. When cutting, go WITH the grain of the hair (the way it grows out) first. This will leave a clean look but unfinished FEELING.
5. Rinse with HOT water and relather
6. Cut against the grain of the hair. This will ensure a nice smooth shave.
For the face (non-pubic) the shave would go... electric, down (with the hair), then up (against the hair).
This will not only feel comfortable, it will also give you the best shave possible.
AFTER shaving, you will want to again rinse the region but with teipid to cold water to close the pores of the skin.
A moisturizer (non-alchaholic) should then be applied to the region.
In the pubic region remember to keep the area shaved. Stubble can grab in the underwear, and also become very itchy if not taken care of on a regular basis.

Use 1% Hydrocortisone Cream (can be found over the counter). And just rub it on after you shave.

You shouldn't shave off hair on the pubis completely.
Generally it is sufficient to cut very long hair thro clippers.
If for you the full shaving is necessary (?) try to put some lotion before and after the action, useful for very delicate skin.

use more lube or foamy soap prior to shaving. All ways use a new blade, A warm and wet cloth to soften the hair prior to cutting is a blessing also.

The product Tend Skin helps... but not very much. http://www.tendskin.com/ Exfoliate or scrub the area every day. Don't shave it every single day.
